OKX names 16 Restricted Locations in its Risk and Compliance Disclosure, last updated 8 July 2026: Afghanistan, Canada, Cuba, Hong Kong, Iran, India, Japan, Malaysia, Nepal, North Korea, Syria, Uzbekistan, the Crimea, Donetsk and Luhansk regions of Ukraine, and part of the United States. Seven further markets, among them the United Kingdom and Australia, keep OKX but lose named services.

OKX names 16 Restricted Locations in Section 3 of its Risk and Compliance Disclosure, last updated 8 July 2026. They are Afghanistan, Canada, Cuba, Hong Kong, Iran, India, Japan, Malaysia, Nepal, North Korea, Syria, Uzbekistan, the Crimea, Donetsk and Luhansk regions of Ukraine, and certain jurisdictions within the United States including every U.S. territory. OKX gives no reason per country, so the category column below is our own classification.

Seven more markets keep OKX but lose part of it
Seven jurisdictions sit in a second, softer tier: OKX says it “may restrict services in other jurisdictions including but not limited to” Australia, the Bahamas, Brazil, Eritrea, Russia, South Korea and the United Kingdom. Each entry names which services go, not the whole account. Spot trading is not named in any of the seven, and the phrase “including but not limited to” means the tier is open-ended.

The United Kingdom is the heaviest of the seven: derivatives, cefi and P2P all fall away. Russia loses only fiat payment services, and Eritrea only P2P. Because OKX does not publish a per-service country matrix beyond this sentence, treat the second tier as a warning to check your own account limits rather than a promise. ⚠ Not confirmed — verify which products remain in your market before you fund an account.
Why OKX blocks India, Japan and Canada but not Germany
Licensing, not legality. Crypto trading is lawful in India, Japan and Canada; OKX simply does not hold the local authorisation to serve retail users there, so it blocks the market instead. Germany is absent from the list for the opposite reason: OKX holds an EU licence through a Maltese entity and runs the European Economic Area as a licensed market rather than a blocked one.
The EEA runs through a Maltese licence
OKX Europe Limited, a Malta limited liability company, states on its own EU terms page that it is “authorised as a Crypto-Asset Services Provider by MFSA pursuant to Article 28 of the Markets in Crypto-Assets Act (Chapter 647 of the Laws of Malta)”. It serves residents of “approved operating locations within the European Economic Area”. OKX does not publish which EEA states those are, so EU availability is licensed but not itemised. A second Maltese company, OKX Europe Markets Limited, is licensed as an investment firm and offers crypto-asset based expiry futures.
Twelve contracting entities under one brand
OKX is not one company. The Terms of Service, last updated 24 July 2026, name twelve contracting parties, and which one you sign with depends on residency and registration date. That structure is why a country can be “restricted” on the global platform and still served by a local arm.
- OKX Europe Limited and OKX Europe Markets Limited (Malta) — EEA residents; MFSA-authorised.
- OKX INC., a Delaware corporation — residents of its approved operating locations inside the United States.
- OKX Australia Pty Ltd and OKX Australia Financial Pty Ltd — Australian residents, with derivatives and cefi services restricted.
- OKX Middle East Fintech FZE — UAE residents.
- OKX Serviços Digitais Ltda. — Brazilian residents registered on or after 15 June 2023.
- OKX Fintech, S.A. de C.V. (El Salvador, plus an Argentina branch from 19 February 2026) — users across 20 Latin American markets.
- OKX SG Pte. Ltd. — licensed Digital Payment Token services in Singapore under the Payment Services Act 2019; OKX Financial Pte. Ltd. covers unlicensed activity there from 31 October 2025.
- OKX Bahamas FinTech Company Limited — legacy Mexican and institutional users.
- Aux Cayes FinTech Co. Ltd., a Seychelles company — every other eligible user.
The United States: restricted in part, licensed in part
OKX does not ban the United States outright. The Disclosure restricts “certain jurisdictions within the United States of America” and every U.S. territory by name: Puerto Rico, American Samoa, Guam, the Northern Mariana Islands and the U.S. Virgin Islands (St. Croix, St. John and St. Thomas). Inside the mainland, OKX INC., a Delaware corporation, onboards residents of its approved states under separate local terms.
That makes OKX unusual. Bybit, MEXC, Bitget, KuCoin and BloFin all block the United States as a whole; OKX runs a licensed domestic arm alongside a restricted global platform. The practical consequence is that a US resident cannot use okx.com the way a Nigerian or Turkish user does, and a resident of Guam or Puerto Rico is excluded from both. If OKX restricts your country, who accepts you?
It depends where you are, and for four of the 16 entries the honest answer is that no large offshore exchange accepts you either. India is the clearest win: OKX restricts it while Bybit and MEXC both onboard Indian users. Canada and Hong Kong are the clearest dead ends, because every exchange we track blocks them too. Match your country to the line below instead of assuming a global platform will take you.

- United States and its territories: no offshore exchange we track accepts US persons. See US alternatives.
- Japan and Malaysia: Bitget blocks both and KuCoin blocks Malaysia. Bybit and MEXC do not name either country, but Japan is a licensed market and a local platform is usually the compliant route. ⚠ Not confirmed — verify your eligibility first.
- Uzbekistan: KuCoin restricts it as well. We have not confirmed a compliant global alternative, and we will not invent one.
- Nepal: OKX restricts it and we have found no exchange we track that documents Nepali access. ⚠ Not confirmed — verify the local rule with your regulator before you look further.
- Afghanistan, Cuba, Iran, North Korea, Syria, Crimea, Donetsk, Luhansk: sanctioned or conflict-affected. There is no compliant alternative and we do not suggest one.
- Everywhere else: OKX onboards you normally, and the choice comes down to fees, products and identity requirements rather than access.

How OKX compares with the exchanges we track
OKX is the only exchange in this table with a licensed United States arm, and the only one that treats the EEA as a licensed market rather than a block. It is also the strictest of the four in Asia: India, Japan, Hong Kong, Malaysia and Uzbekistan are all closed, where Bybit and MEXC name none of them. Bitget is the mirror image, closed across the EU and open in India until February 2026.

No. India is named as a Restricted Location in OKX’s Risk and Compliance Disclosure of 8 July 2026, so the global platform does not onboard Indian users. OKX gives no reason per country. India sits in the licensing group alongside Japan and Malaysia, not in the sanctions group.
Is OKX banned in the United States?

Can I use a VPN to access OKX from a restricted location?
We do not recommend it. Hiding your location breaches OKX’s Terms of Service, and exchanges routinely freeze balances and withdrawals when a geo-restriction breach surfaces during identity verification. An account frozen in a restricted location is very hard to recover. Use a platform that legally accepts your country.
